101.1 CHIEF EXECUTIVE OFFICER
All law enforcement Chief Executive Officers employed within the State of Alabama are required to meet specific requirements for appointment. This policy provides guidelines for the appointment of the Chief Executive Officer of the Police Department, who is required to exercise the powers and duties of the office as prescribed by state law (Ala. Code § 15-10-1; Ala. Code § 15-6-1; Ala. Code § 36-22-3).
101.2 POLICY
It is the policy of the Police Department that the Chief of Police meets the minimum standards for exercising his/her authority granted by law.
101.3 CHIEF OF POLICE REQUIREMENTS
The Chief of Police of this department, as a condition of employment, shall:
(a) Be certified by the Alabama Peace Officers' Standards and Training Commission (APOSTC) (Ala. Code § 36-21-46; Ala. Code § 36-21-51) and in good standing.
(b) Meet all the requirements as specified in Ala. Code § 36-21-40 et seq. and Ala. Admin. Code r. 650-X-2-.01 et seq.
(c) Possess a Bachelors degree in Criminal Justice Administration or closely related field from a regionally accredited college or university.
(d) Possess a minimum of 17 years experience as a law enforcement officer within a municipal, county, state, or federal law enforcement agency.
(e) Possess a minimum of 12 years of experience in a supervisory position within a municipal, county, state, or federal law enforcement agency.
(f) Possess a high school diploma, or the successful completion of the General Educational Development (GED).
(g) Completion of the FBI National Academy, AACOP Certified Law Enforcement Executive Program or similar law enforcement executive leadership program.
These policies and operating procedures are not designed to cover every possible scenario or situation in society, but rather to define standard operating procedures for members of the Police Department. These guidelines are subject to past, present and future judicial review. These guidelines can be amended and or repealed by the Chief of Police as necessary. The policies and procedures herein provided supersede all previous policies and orders.
