The policies and operating procedures contained herein are not intended to address every possible circumstance or situation that may arise in society. Instead, they establish standard operating procedures for members of the Police Department. These guidelines are subject to past, present, and future judicial review and may be amended or repealed by the Chief of Police as necessary. The provisions set forth in this manual supersede all prior policies, procedures, and orders.
