PREFACE
These Standard Operating Procedures are issued to provide guidance and direction to all members of the Police Department. The effectiveness of each officer will be measured not only by their dedication and activity in carrying out assigned duties, but also by their capacity to exercise sound judgment and discretion in the performance of those duties.
As a law enforcement officer, it is imperative to understand that you do not represent the totality of authority, but rather serve as its voice. You are entrusted by the public with the authority and responsibility to preserve peace, enforce the law, protect life and property, prevent and investigate crime, and apprehend law violators. This authority must never be misused or neglected. It should be exercised with integrity, professionalism, and a commitment to justice—just as any citizen would expect it to be.
Supervisory officers, acting under the direction of the Chief of Police, are responsible for providing leadership, instruction, and oversight to ensure that all duties are carried out properly and effectively. You are expected to respect the authority of your supervisors by complying fully and promptly with lawful orders, and by performing your duties with honesty, diligence, and professionalism. When issued written directives, review them carefully to ensure full understanding. If clarification is needed, seek guidance—do not risk error due to uncertainty.
Effective law enforcement requires a clear understanding of applicable laws and ordinances. If you have questions or concerns regarding any federal, state, or municipal law, consult your Commanding Officer for clarification.
Professional appearance and conduct are essential to maintaining public trust and personal credibility. Uphold a high standard of personal grooming and demeanor, and consistently observe the fundamental principles of discipline and courtesy. Remain sober, dedicated, and committed to ongoing professional development. Take pride in your role and strive to exemplify the highest ideals of law enforcement.
