REQUEST TO CHANGE ASSIGNMENT
1014.1 PURPOSE AND SCOPE
This policy establishes guidelines for department members to request a change of assignment.
1014.2 POLICY
It is the policy of the Lincoln Police Department that all requests for change of assignment be considered in an equitable and nondiscriminatory manner.
1014.3 REQUEST FOR CHANGE OF ASSIGNMENT
Members requesting a change of assignment shall submit a request for change of assignment form through the chain of command to Chief of Police or his or her designee. The chain of command must include the immediate supervisor.
The change of assignment request (Form 7) provides members with the opportunity to list their qualifications for specific assignments. It should include:
(a) The member's relevant experience, education, and training.
(b) All assignments in which the member is interested.
The form will remain in effect until the end of the calendar year in which it was submitted. Effective January 1 of each year,members still interested in a change of assignment should complete and submit a new request. See attachment: Request for Change Assignment Form 7.
1014.3.1 REQUEST FOR CHANGE OF ASSIGNMENT (FORM 7)
Request for Change of Assignment (Form 7), after review from the Chief of Police, will be placed in the Officers' permanent personal file.
1014.4 RESPONSIBILITIES
1014.4.1 SUPERVISORS
Upon receipt of a change of assignment request form, the immediate supervisor shall make appropriate comments and his/her recommendation in the space provided on the form and forward it to the Chief of Police or his or her designee.
1014.4.2 DEPARTMENT SUPERVISORS
If the Chief of Police or his or her designee receives a change of assignment request document from an officer that does not contain their immediate supervisor's comments, he/she will make appropriate comments and return it to the member without consideration.
The Deputy Chief of Police or his or her designee will review all change of assignment requests and submit his/her recommendation to the Chief of Police.
These policies and operating procedures are not designed to cover every possible scenario or situation in society, but rather to define standard operating procedures for members of the Lincoln Police Department. These guidelines are subject to past, present and future judicial review. These guidelines can be amended and or repealed by the Chief of Police as necessary. The policies and procedures herein provided supersede all previous policies and orders.
