AUDIT POLICY
1101.1 PURPOSE AND SCOPE
The purpose of this policy is to advise users of security scanning procedures and precautions used by the Lincoln Police Department to audit their network and systems. Other persons or entities, unless authorized, are prohibited from performing any such audits.
(a) Audits may be conducted to:
Ensure integrity, confidentiality, and availability of information and resources.
Investigate possible security incidents to ensure conformance to Lincoln Police Department security policies.
Monitor user or system activity where appropriate.
(b) This policy covers:
All computer and communication devices owned or operated by Lincoln Police Department.
Any computer or communication device connected to the Lincoln Police Department network.
Any computer or communication device which has been connected to the Lincoln Police Department network, if it is believed such computer or communication device has been used contrary to any Lincoln Police Department Acceptable Use Policy while so connected.
All computers and communication devices that are attempting in any manner to interact or interface with the Lincoln Police Department network.
1101.2 POLICY
Lincoln Police Department shall utilize auditing software to perform electronic scans of their networks, servers, switches/routers, firewalls, and/or any other systems at Lincoln Police Department. This also includes scans of any electronic communication and e-mails regardless of by or to whom the communications are sent. 1101.2.1 GENERAL
(a) Access may include the following:
User-level and/or system-level access to any computing or communications device
Access to information (electronic, hardcopy, etc.) that may be produced, transmitted, or stored on Lincoln Police Department equipment or premises
Access to work areas (labs, offices, cubicles, storage areas, etc.)
Access to interactively monitor and log traffic on Lincoln Police Department networks
Penetration testing
Password Auditing
Scanning for Personally Identifiable Information
1101.3 ENFORCEMENT
Any employee found to have violated this policy may be subject to disciplinary action, up to and including termination of employment.
These policies and operating procedures are not designed to cover every possible scenario or situation in society, but rather to define standard operating procedures for members of the Lincoln Police Department. These guidelines are subject to past, present and future judicial review. These guidelines can be amended and or repealed by the Chief of Police as necessary. The policies and procedures herein provided supersede all previous policies and orders.
